Access to Fort Sumter

I wonder how much the ferry company paid for the Ft. Sumter monopoly? I wonder what it takes to get written permission from the superintendent.
Anybody know Joe Cunningham?

FYI

Anyone paddling out to the sand bar and trying to use the restroom or spend some time at the fort waiting for the tide to change will not be allowed to enter Ft Sumter. This decision was made in March but signs went up over the weekend. I have attached a photo of the sign which says more info is available on their website but I haven't been able to find it. I do know it is being enforced by the park rangers. Access to the fort is by ferry or special permit only.
